He also claims that he told the government this and swore to it in an affidavit on September 7 th , 2018. In 1988, Congress in cooperation with the Pharmaceutical Industry created “U.S. Vaccine Court.” This is due to a law that was enacted in 1986 called the National Childhood Vaccine Injury Act of 1986 where Congress limited the tort liability for all Vaccine makers and placed the so called liability on the Federal Government 3 .
