H.R. 7148 Section 108: The Consolidated Appropriations Act
In H.R. 7148, which just became law on 2/3/2026, there is section 108 which is Titled: “The Administration for Strategic Preparedness Response Research Development and Procurement of Medical Countermeasures.”
Under the Department of Health and Human Services appropriations portion of the law, the bill provides funding for research, development, storage, production, and procurement of medical countermeasures aimed at addressing threats such as chemical, biological, radiological, and nuclear hazards to civilian populations.
This is carried out under Title III and subtitles A and B of Title XXVIII of the Public Health Service Act.
Procurement of Security Countermeasures:
$850,000,000 for procuring security countermeasures — countermeasures defined under section 319F-2(c)(1)(B) of the Public Health Service Act (typically includes vaccines, therapeutics, and other biodefense supplies).
General Medical Countermeasure Activities:
$1,000,000,000 for carrying out activities under section 319F-2(a) of the Public Health Service Act, which broadly covers development, acquisition, and distribution of countermeasures to respond to public health threats.
Pandemic Preparedness:
$307,991,000 is allocated toward influenza pandemic preparedness, including development and purchase of vaccines, antivirals, necessary medical supplies, diagnostics, and surveillance tools. A portion of this may remain available until expended.
What Does Medical Countermeasures Mean?
The term generally refers to medical products (vaccines, therapeutics, diagnostics, anti-virals, protective gear, etc.) that protect against, diagnose, treat, or mitigate harmful effects from public health threats — including chemical, biological, radiological, and nuclear agents — as defined under the Public Health Service Act (not in the appropriations text itself but under underlying law).
They make it appear that “Medical Countermeasures” are to prevent “THREATS”, when the real threat is them releasing lab made viruses and who knows what they are planning with the Chemical, Radiological and Nuclear Agents.
This section of H.R. 7148 sets aside billions of dollars to:
support research and advanced development of new medical countermeasures,
buy vaccines, treatments, and protective supplies against various threats,
help stockpile and distribute those countermeasures, and
ensure the U.S. is better prepared for pandemics or deliberate attacks.
Look, these evildoers are flat out telling us what is to come in the future – “Pandemics” and “Deliberate Attacks.”
Since most of the Nations of the World are in this, they make it appear as it is Bio-Warfare, when in fact it is just an “Operation” to steal more tax money, to make us even more vaccine injured and of course the weak will die, which is a depopulation “bonus” for them.
Don’t ya just love it how they use Tax Money for the “Benefit” of those paying the Taxes?
**NOTE: From now on they will use “Public Health Emergencies” as their reasoning to bypass anything Constitutional. Every time you hear them say “Public Emergency” – get ready for their “Countermeasures” bullsh*t. Also, the word “Emergency” will be used to remove more and more freedoms as it will be for our “Health” and “Wellbeing.”
Section 319F(2)(A) of the Public Service Act:
Purchase countermeasures for threats involving:
Chemical
Biological
Radiological
Nuclear (CBRN) agents
Emerging infectious diseases
Place these products into the Strategic National Stockpile
They also have $7 Million to prepare for another “Influenza Pandemic.”
Oh, and they are working on “Universal Flu Vaccines.”
Under Section 301 and title IV of the PHS Act with respect to allergy and infectious diseases, $6,585,279,000:
Provided, That not less than $270,000,000 is provided for research to develop
universal flu vaccines.
Yes, a flu Vaccine that will just cover EVERYTHING, until it doesn’t.
Oh, it does get better.
Emerging Zoonotic Pathogens:

Yes, this is approved right now and it’s not for the health of our animals, it is to make our animals INFECT their owners. They haven’t perfected this yet, but give another year or two.
Oh, it gets even better yet– this bill talks about Federal and/or State Quarantine Laws. This is the real scary part.
They are going to use your pets to start new future pandemics. Slip a little Zoonotic Virus into about 1% or less of the animal vaccines and that is all it will take.
No one will be smart enough to figure it out, just like they have been doing to a very small percentage of flu vaccines to cause flu’s for years.
No one has figured this out yet because it is VERY difficult to catch the contaminated vials because it could only be 1 in 50,000 and you can’t freaking EVER test how viable the viruses are, so they can get away with this forever.

We must look into bills like these because they forecast what these evildoers are up – of course in the name of Safety, Security and Health – as recent history has shown that their Love is Unconditional.
It is a slow conditioning process to make us believe things happen naturally and they are there to protect us.
If we allow them to build their own quarantine camps in the future, we setting our children/grandchildren up to be tortured and murdered.
All of this preparing for Public Health Emergencies is nothing more than Preparing for the Crisis they will Create. 100%.
